Central Improvement District![]() The Central Improvement District was established as a voluntary improvement district in August 1995 and covers 25 city blocks (having expanded from its eight blocks at inception). It was finally legislated in 2003. The area incorporates the landmark Carlton Centre, with Transnet head office as the main occupier of the 50 story office tower, Smal Street Mall retail shops, the Kine Centre building soon to host a private clinic, First National Bank Home Loans in the Colleseum Building, the Gandhi Square bus terminal, National Education and Health in 111 Commissioner Street building, and includes two hotels and approximately 300 shops. More than 12 000 people work in the district in 238 000 square metres of office space and 71 524 square metres of retail space. The Central Improvement District subcontracts to provide a fully equipped and uniformed security force. The squad comprises 35 patrol officers and one controller. Coordination is done from a control room situated on the ground floor of The Markade Building, 17 Kruis Street between Market Street and President Street, which is in radio and telephone contact with the security force officers and the police. They also play a vital role as district ambassadors and since the establishment of the district have assisted the public with thousands of enquiries related to shops, hotels, public facilities, transport, banks and tourist attractions. ![]() The Central Improvement District also subcontracts to provide cleaning services supplementary to those provided by the local authorities to ensure a clean environment. The team, easily recognisable in their distinctive green and yellow uniforms, comprises twelve cleaners and one supervisor. Click here to view a complete list of members. The Central Improvement District is located between Jeppe Street in the north, Rissik Street in the west, Marshall Street in the south and von Weilligh Street in the east, including the Sanlam Centre and Fabcos Building blocks on the western side of Von Weilligh Street.
